Learn to code at 25 from scratch?

There is an irresistible desire to become a developer since school, but by the will of fate and the advice of older relatives, the profession of a civil engineer was chosen, which he received two years ago. And for the last six months, I seriously began to think about changing the type of activity. I would like to know from experienced specialists what results can be achieved if I start at my age, and how difficult it will be for me, because there was not even computer science in my collective farm school. With mathematics and physics, things are much better, perseverance and pronounced perfectionism are inherent.
I read a lot of articles and comments on them, which is never too late and they start at 50, but still a lot of time has been lost. There is an idea to undergo retraining on the basis of my higher education for two years at the VMK MSU in the evening. I understand that this will not provide the necessary skills and knowledge, but I think a diploma from a top university will be a good checkmark in my resume and an indicator of the seriousness of my intentions.
Experience, of course, no, some knowledge of HTML/CSS, administration. How to get it? Is it possible to get a job without knowing anything at least for food?
