Go to the off site and read the documentation in the right column under the downloads.
There is also a 2nd framework - pyside.
The root tracker has a set of books on qt, there are several books separately on the topic of pyQt.
I've also just started learning qt+python (but it's the other way around, I'm already familiar with qt, and python has recently mastered the basics), and pyside looks much more attractive than pyQt.
