Leads: which requests are correct to consider as leads?

There was a disagreement with the customer - he believes that only "quality calls with continuation" can be considered leads. I insist that all contacts received - calls, applications, etc. (and not just those taken further into work) are leads. Accordingly, the implementation of planned indicators also depends on this. In fact, the question is the quality of leads. I would like to know how the commonly used understanding of the term "lead" (if it exists) has developed in practice. I did not find a sane answer in Wiki and other sources. Thank you.

Here is a difficult question.
In general, what is a "Lead" should be interpreted by the customer, since it directly depends on his area.
For example, for one "Lead" - it can simply mean a left phone number or a completed form.
At the same time, for the other, the "Lead" must take some additional steps.
Usually, a lead means just a left application (phone number, a completed survey form or a call and a conversation with a manager).
"quality calls with continuation" is already a converted lead, and the main work is actually in the "Lead -> Client" conversion.
That is, in fact, your customer wants to pay not for leads, but for already converted customers, so this is impudence and a scam.
