Lead not found. A lead is not created when re-applying through an open line after deleting the first lead. Why?

The problem is the following. Connected Vkontakte in open lines. Everything worked great. A person wrote to a group on Vkontakte and a lead was created in Bitrix24. After that, I successfully deleted this lead. Then this person again wrote to the group on Vkontakte and a message from him appeared in the open line, but the lead was not created. At the same time, when I select "Go to CRM" in an open line chat with this person, the message "Lead not found" appears. In this regard, I had 2 questions:
1) How to make it so that after deleting a lead, when a client contacts again, a new lead is created again through the same open line?
2) How to create a deal with a client with whom there is a communication in an open line, when the lead is not detected when trying to go to CRM? At the same time, I cannot create a new lead and enter the vk id into it, since the client's vk id is not visible in the open line.

The simplest option is to prohibit deleting such leads, since this case is not processed by Bitrix.
Write an appeal to technical support, they will increase the priority of this direction.
For already deleted, except through the API in the boxed version, there is no way.
For the cloud - nothing at all.
