If I understood you correctly, then at least any¹ free one should do.
(You can find an incomplete list of them, as well as "false friends", on the same page edited by the FSF Licensing Laboratory [0], of course.)

¹ Minus probably a couple of ancient and ultra-marginal ones like the Whip License of Tech. But I highly doubt that there will be at least one layout under them.
