Layout layout. Is it pure HTML + CSS or "template stretching on the engine"?

Hello guys. Here, I came across a situation and thought about it. Suppose they offer me to make a template from a graphic layout, while the site, of course, will work on some kind of engine. In the generally accepted concept , "implementing a template" is just HTML + CSS + JS done in an arbitrary form and given to the customer the appropriate files, or is it all of this layout, but with a stretch on an existing engine?
Those. in fact, the second option is a more advanced step (the template has already been stretched, no one needs to deal with this business), and the first option is a simpler task for the layout designer (no need to deal with the structure of a particular engine, etc.)

Verst is the frontend, pulling on the engine (server part) is the backend. This is done by different people. So, you all understand correctly, the layout designer is not required to set up a static html project for a specific CMS.

Stretching and stretching are two different things. I always charge more for the second service, and it also depends on the management system! Deal with the engines and do everything in a complex, more work - more earnings :) I generally try to take a layout, and hand over a fully finished project! It's easier for me and the customer :)
