Layout in windows-1251 encoding - how?

So it goes.
It is necessary to make the layout in windows-1251 encoding.
I work on a poppy, I collect in gulp, the jade preprocessor. Editor - WebStrom
This scheme produces .html with UTF-8 encoding
Ok. Delivered the gulp-convert-encoding gulp module. Now the resulting file is in windows-1251 encoding, but all Cyrillic characters look like this:
dec3cabf08eb49799b1f75b36e6f3bdf.png
And even these rhombuses are not shown in the browser at all, only Latin
. What should I do? How to be?

You do everything, then create an empty html file with encoding 1251 in Notepad ++, for example, and copy your finished file into a new one with encoding 1251. Done. Fonts will be normal, checked repeatedly
