Launching a clustered virtual machine not from the failover manager?

Actually what is the problem:
There are 2 cluster nodes 2012 R2. There are 2 virtual domain controllers on different nodes. I turned off the virtual machines on one of the nodes completely, but the second controller remained on. After the reboot, I can’t log in and start any of the clustered virtual machines, because, allegedly, there are no servers that could process the request to enter the network.
On the second, included controller, I can go both by IP and FQDN. But for some reason I don't understand - I can't log in to one of the cluster nodes under a domain account. Under the local administrator - I can, but the failover manager does not allow you to manage clustered virtual machines under a local account.
Is it possible to start a disabled clustered controller not from a domain account?
