Tell me some solution, preferably free, to run a batch file / program on a remote machine when a certain snmp trap arrives on it.

Install Net-SNMP (cross-platform), start the snmptrapd daemon and set the traphandle option in the config :

traphandle OID|default PROGRAM [ARGS ...]
invokes the specified program (with the given arguments) whenever a notification is received that matches the OID token.
