Laravel, what is the procedure for migration?

Database migration

I'm building a base. Suddenly I thought about how to:
1) create all tables with fields for foreign keys and only then hang foreign keys
2) create tables from top to bottom, hang keys in the process
3) first create all tables without fields for foreign keys and only then create fields and hang keys
4) ???
