Laravel check before action?

I recently learned that the actions in the lara need to be checked.
1) Do I need to check for authorization the actions that are in my account? (a place where only authorized and verified can enter) - verification through verification by mail.
2) I want to change my mail. I make a route post and accept new mail in the controller. As I understand it, I need to check whether it is unique and if so, assign it. And depending on the answer to 1 question, I think whether to check for authorized or not.
