Ubuntu with boring wallpapers. If you want safety, you have to provide for yourself.

Linux is not as friendly with laptops as it is with the desktop in general.
What kind of Vasyanosborochka, I did not understand, but it is unlikely that there will be something new there.
You will not find an ultrabook up to 20,000.
