Laptop speaker makes noise + USB ports are disabled. What could be the problem?

Laptop speaker makes noise + USB ports are disabled. Why am I linking these two scenarios to the same problem? The noise in the speakers is a signal that the USB ports have been disabled. After hissing, USB devices immediately stop working (drives, mice, everything).
If you google it, the problem is software, but there are reasons to think otherwise. Even before the OS is loaded, it may hiss. When headphones are connected, the noise does not pass into them. Yes, and the hiss is quite specific. If you move the device slightly, the hissing stops.
Explained everything to the best of my ability. Thanks in advance for your answers.

On desktops, the most common reason for this is a short circuit on the motherboard.
