Laptop on core i7 8x for work?

A laptop with a core i7 8x processor can handle Android development, is it still a mobile processor?
For example i7 8550u and 16GB DDR4.

Will cope. Just plug in an SSD.
Although of course it depends on the size of the project, but I don’t think that there will be a critical build time on medium projects.

You can also do development for Android on a desktop computer, as it were.
Only at the final stage of debugging you may need some kind of android gadget, again it will be connected to a regular computer.
In your case, in general, "mobile development" and "mobile processor" are not correlated things.
