Kubuntu + Wifi = Time + 1 hour
The problem is approximately the following. There is a new laptop "Samsung 700z5-s01".
It has a week old Kubuntu on it.
Every time you connect to WiFi (just turn it off and on), the time goes off by +1 from the present. (not +1 hour each time, but only if the time is correct).
In "System Settings - Date and Time" the time zone is correct, setting the time via ntp is disabled.
I tried to change the time both through the GUI and through " kdesudo systemsettings
" and through " sudo date 011815512012.50
", the result is always the same - it's worth reconnecting, as the time goes astray.

Are you from Ukraine? Due to Rada's games with time zones, not all time sources understood and correctly set what time zone we have.
Try to put just a deliberately wrong belt and / or location with the calculation of the adjustment.
Why disabling ntp does not help - I do not know.
