most likely not, because Amazon payments requires a drive id or state id if you are registering an account for an individual. Which, in principle, is bypassed by choosing the “corporate account” option, but after that they will be required to send a bank statement by fax. And Payneer, in my opinion, will have your real address everywhere. It's the same with cards - wherever you decide to enter a Payoneer card, you need to specify a Russian address as the billing address.
