Can keepalived work on different addressing (10.10.1.2 and 10.10.2.2), so that the system's web interface (nginx/apache) is accessible by domain name (dns - win2k12)?

cannot, both keepalived and DNS (roundrobbin will only give 50% availability in this case)
for the availability of services from the outside, use a load balancer (for example, haproxy that can check a live backend or not)
