Kbd, ru-utf, caps lock?

The essence of the problem: caps lock (uppercase) for Russian characters does not work in the virtual console. It is possible to print a Cyrillic character in uppercase only with shift. Is it possible to fix this?
Arch linux / kbd 2.0 / ru-utf (modification: change of layout by caps lock, caps lock by shift+caps lock)

Either load the wrong map with %layout_name%.map, or you simply didn't write the behavior of the caps in the configuration file.

Those. with other layouts - does it work?
Try two things:
setxkbmap
showkey --keycodes Press
caps and look at the result.
Go to /usr/lib/kbd/keytables/%ARCH%/LAYOUT_TYPE/%current_layout%.map
And see what's going on with the caps.
Along the way, you can specify this option in /etc/X/X.conf (you have your own path)
Option "XkbOptions" "caps:..." (from memory, so not entirely accurate).
