Kam is determined and on what does the set of languages available in the Web speech API depend?
I'm talking about this Web speech API
And here's a wrapper for it: https://github.com/zenorocha/voice-elements
Only these are declared in the list of supported languages:
en-US, en-GB, es-ES, fr -FR, it-IT, de-DE, ja-JP, ko-KR, zh-CN
What upset me, because I want to hear Russian as well.
Hence the questions: by whom and how is this list determined and on what does it depend?
Is there any hope for the appearance of Russian support in it?

Lang attribute
This attribute will set the language of the recognition for the request, using a valid BCP 47 language tag. [BCP47] If unset it remains unset for getting in script, but will default to use the lang of the html document root element and associated hierachy. This default value is computed and used when the input request opens a connection to the recognition service.
