Jump from the top of the page in Chrome, is there a solution?

Chrome (38.0.2125.104 m) has this issue. Given: text area and image insertion buttons. If the upper part of the text area is outside the screen, then after pressing the insert image button, the entire screen is scrolled up (the so-called "jump to top"). If the text area is visible, then the "jump" does not occur. The problem is reproduced not only in Chrome, so I think this is a question for the engine. All actions take place on the website demiart.ru.
To make it clearer, I recorded a video .
Tried enabling and disabling #enable-experimental-web-platform-features and #text-input-focus-manager in chrome://flags/. Didn't give any results.
Can this matter be resolved somehow?
