Joomla does not go to the admin panel and plugins disappear. How to fix?

They gave the site on Joomla to put on hosting. Decided to deploy first on the locale. I set up the database, cleared the cache, it worked.
I wanted to go to the admin panel - the page just refreshed. Looked in the internet - you need to include something there in the plugins table (in my case in the extension) - everything is included there. Nothing helped. Next, I click the pages on the site, the plugins stop working. I clear the cache - again everything works until the first click. Where to look?
