Java task management system (not Jira)?

I am looking for a system for managing tasks of different functional, but related, departments that are not related to development. We are ready to finish it for ourselves, but I want to have some kind of foundation for a start.

Criteria: Java + JS, access to source code (not necessarily free), ideally setting different workflows and attributes for different task types.

Everything is clear with Jira, we are looking for alternative options)
