Jagged Alliance Back in Action. Can I edit the map myself?

There are modding tools for this toy, but you cannot edit the map with them. And want.

In the game directory, we have that the map of each location consists of three files with extensions *.lvl, *.nav, *.ngrid
At the same time, based on the fact that in files (for example, in *.lvl) there are constructions like:
Entity_Lamp_Street_Single_Light_01, Ground_Dust and other readable text, the code is not obfuscated.
So, theoretically, you can choose a tool to work with it.
The game uses Unity as the engine.
Does anyone know where to dig to get what you want?

Pick up a tool;) well, a notepad will do.
If the manufacturer did not release the map editor to the public, then on its own without documentation it can only be disassembled and written, so you need to dig in the direction of reverse engineering.
You can search for communities that have already done this. But how deeply they dug, and whether they managed to write a more or less working tool, is unknown.
