There is no item "As a friend to a relative" when sending money via paypal. And they charge a fee on shipping. Nobody knows in what there can be a hitch? The account is not a business, a regular one.

Since the summer, transfers to friends, relatives in PayPal have not been carried out (in Russia). You can only withdraw to your bank account.
On July 13, they sent a letter to users from Russia with the following content:

PayPal will stop processing domestic payments effective July 31, 2020.
As a result of a strategic assessment of our operations in Russia, we have decided to stop processing domestic payments, including payments for goods in stores and transfers of funds between users.
From July 31, 2020, such transactions will be automatically rejected. No action is required from you.
