It is not clear why the processor is heavily loaded by the system. What to do?

During inactivity, the "system" process loads the processor by almost exactly 50%
Reboots naturally do not help
In all task managers (System Explorer, Process Explorer, AnVir, the standard windows task manager), not a single subprocess of the system takes up a single percent of
Windows 10
What would it be could be? How to fix?
