Issues with creating yii migrations

Yii

Being in the protected directory, I enter into the console
yiic migrate create tbl_notes (I thought it was catching tables)
yiic migrate create notes (model name)
The file is generated, but there is no dump in it.
the public function down() function contains the following text
does not support migration down
