Is your CSV file broken?

Good afternoon!
The problem is there is a CSV file that opens question marks instead of Russian letters.
I uploaded the file from the site admin panel, edited it in libre, saved it periodically. Then the libra hung, closed, and then opened itself and offered to restore it. When I completed all the necessary manipulations, saved, closed. After I open it, and there is a surprise in the form of question marks.
