Is Vkontakte targeting advertising still effective?

I noticed that in Vontakte, under the left menu in advertising, only ads from Yandex are now displayed. How many did not update the page, Vkontakte ads never showed up.
Is advertising from Vkontakte shown in this block at all, or is it only Yandex now?
If you set up ads in this block of the site, will it show any effectiveness?

Too general question. What is the topic, who is the audience and what exactly to advertise?
For example, if your audience is 18-25 year old girls and you need to advertise the community of mothers on VKontakte, properly configured targeted advertising will do just fine.
If you are a b2b owner, then you have nothing to do here. Yes, and YAN, as a rule, is not quite your tool.
