I want to ask your opinion. It seems to me that VKontakte, having wormed its way into the company of the signatories, just wants to evade responsibility. Search engines do not store content, they index it, so they should not be held responsible. Wikipedia is a non-profit organization and will not benefit from illegal content. Especially since it is basically created by enthusiasts who can do more useful things than check the content. Therefore, it is not logical to hold them accountable.
But Vkontakte is also interested in having more illegal content - more visitors, more ads are watched. Therefore, they have such a useless scheme for deleting content on demand - they are looking for a hash. It is clear that this is absolutely not a systemic solution.
The fact that Vkontate does not cope with the task of filtering content is their problem. For some reason, giants like YouTube succeed.
It seems to me that Vkontate signed up solely for commercial purposes, which somewhat devalues the appeal itself.

No, in general, they are right - they will not be able to track all the content.
It is clear that without content they will get worse, but this does not get rid of the problem of search engines - the inability to moderate all materials.
