Is this hosting capacity normal - cpu: 500 for mysql: 5000?

For my hosting I pay 1000 rubles a month, there are load limits for cpu: 500, for mysql: 5000! Is it normal? And what are the better options? I just go over the limits all the time.

You could just as well name absolutely any values, the answer would be the same: without a more detailed description of the hardware and what is spinning on the server, nothing is clear.

for $20 per month you can already take VDS with two or three cores and 2-3 gigabytes of RAM. If on digitalocean then also with 40GB SSD.
