Is this a scam email?

The following letter was received in the mail take.ms/zDaNw saying that indicate the cost for your services in accordance with the file, the file is in html format, I opened it, there is an empty white screen. But damn it now I'm thinking, what if this is some kind of malicious file. What actions should I take to protect myself now?

Change passwords for all kinds of accounts in the browser, download the file, open it in notepad, and post the contents here

Definitely fraudulent, well, unless you work with a foreign country.
Download a LiveCD with an antivirus, burn it to a disk or flash drive, stop the system, because if it's a ransomware - ala ulu, drive the geese. Boot from LiveCD and check the system. Just in case, disconnect from the network, although this advice is not particularly relevant now. Check the status of backups - is there any :D when was the last time they were made :)
It's better to be safe, because here I have a user's laptop with a half-terabyte archive of photos. A da vinchi of some new variety, for which no decipherer has yet been found...
