Is there VDS reselling?

My students should have VDS, each with their own with separate root access.
Is it possible to buy them somewhere to resell them, like reselling hosting only VDS?
It is desirable:
To issue each server directly to its owner, and not to me, so that:
- at the end, he himself could continue to pay for it and use it without me as much as he likes
- if hypothetically he uploads something illegal to it so that the claim arrives on him and not me

Reselling is a troublesome business, probably all popular providers have it, otherwise it’s easier to buy them directly

The claim will fly to you, because. you are the actual payer and owner. But you can ask to change the owner, in which case he will have to pay.
