Is there stateful virtual desktop software in Windows 7?
Due to the type of activity, sometimes you have to switch between projects, while each project requires several open windows + sometimes a dozen or two tabs in the browser. If you open all this at the same time, then no RAM will be enough, and on the other hand, there are windows and tabs that you would not want to close for one reason or another.
Is there software that can solve this problem? In fact, you need a virtual desktop manager that would allow you to close the stateful desktop on the HDD (a sort of hibernation mode for a specific desktop). Thus, each desktop would be the context of a specific working project and not overlap with other projects. At the same time, it would not be required to spend CPU and RAM resources on windows and bookmarks hanging in the background.
Is there such a solution for Windows or other OS?

The technology is called vdi. But this is not for a separate computer and not for the home. Although the problem has not been described in the question. Guessing the true cause of the issue, we can say that this can be partially solved by a terminal server with a disabled timeout. You can also try using containers.
