Is there some kind of cache when posting via Telegram Bot API?

Welcome all.

Such a problem. I publish posts via telegram bot api on /sendAnimation. Everything worked perfectly, but yesterday suddenly fell off. I started poking around, it turned out that if the file is in the directory where it always is, then when I execute a GET request I get an error

{"ok":false,"error_code":400,"description":"Bad Request: wrong file identifier/HTTP URL specified"}

I thought the problem was with this file. Tried other, different ways of coding - it's too early. But when I transferred the source file, which gave the error that I indicated above, to another folder, the publication passed.
At both addresses and the new and old folders, the file is available via the web.
And so I think, maybe there is some kind of cache or something like that? Or how can one explain that the same file is not published from the old folder and published from the new one?
