Is there free image hosting? with a lifetime shelf life?

Hello. Are there any such image hosts? The site just needs somewhere to store images uploaded by users. Two reasons stop me from my storage, firstly, I’m afraid that the volume will grow too quickly and server costs will go up, and secondly, I worry that there will simply be no time to monitor each uploaded photo and check it for compliance with Russian legislation. And some spring urine tomorrow will hit your head and a picture with underwear will be pornography).
Therefore, for now, I just want to refer to some repository, but so that in the future all the photos remain in place, and after a year, and after 2, is there any solution? I don’t even need an API and direct access to the file from my server, I just want to give users a link to a normal hosting, so that they can upload it themselves, and I’ve already inserted a link to the image (in my opinion, many torrents do the same), I wrap it in a tag <a>, redirecting users when viewing back to the hosting where the photo is stored.
I would like people like radikal (that is, which will definitely not disappear in the next year), you can even upload videos there, but the problem is that when you open photos, there are just a lot of ads (including Pop-Up, etc.) .), and most importantly, if the photo is not accessed for a year, it is deleted.
Are there any more or less proven already and with an unlimited shelf life?
Added: not necessarily free, you can just not very expensive.

Either free, or lifetime, or reliable and affordable.
Amazon S3 did not suit you? (there the cost starts quite a few kopecks)

Only when the hard disk with exactly your picture fails will they restore the disk, but your picture will not be repaired.
Even paid hosting will not give you any guarantees.
Backup only.

As for head pee, you don't have to keep track of each one. Just make a Complain button.
Users themselves will send you information.
I would suggest storing images on Clodo Storage Similar to
Amazon S3, but cheaper.
