1. Is there currently a shortage of information on Swift in Russian?
2. Yes, and I would like to know about Cocoa libraries, how are things going with them?

Enough, Swift is just syntactic sugar, frameworks (including Cocoa) and everything else remains from Objective-C, no new libraries appeared in Swift, or almost did not appear, so it is not a problem to translate code back and forth.
There is not enough information in Russian, but for other languages too, but people learn, you just need to understand that "chatter is worth nothing, show me the code" (c)
Look for the code, as well as tutorials (preferably a video), which shows how to work with the IDE, there you need to see where and what to "click", what and where to drag, because in Xcode this is a problem, and it is not intuitive, here even vast experience in other IDEs does not help much, Interface Builder in Xcode is just something " not of this world".

In any case, English will be needed, even Russian developers use English when writing libraries.
To learn swift, you need a portal like swiftbook.ru and all sorts of lessons on YouTube.
You can look at all the most popular libraries on cocoapods.com and also use obj-c libs.
