Is there any way to verify license plates?

In general, if, for example, a user enters the number of his car, for example, to identify the user, is it possible to somehow confirm that these numbers do not belong to his neighbor or to a stranger in general. Maybe there is some API in which, for example, you can confirm by TC?

This is personal data, there are no such databases in public access.
There are stolen databases (which various scammers actively use), but the information there is very outdated (especially considering that cars are now being sold without deregistration, with old numbers) and I would not risk building a project on this.
Tell me, why do you need it at all?
Immediately a small disclaimer: I had nothing to do with the autopager, all I will write is my personal opinion.
It did not take off for 2 reasons:
1) Standard for any new communication-oriented social network: it is extremely difficult to recruit critical users at the start, especially without clearly expressed advantages over the others.
I think the point does not need comments.
2) Initially incorrect hypothesis that users will be interested in communicating with each other by car number. I give a hint: try to write out cases when the need may arise: who cut you off or vice versa - a beautiful girl behind the wheel, you need to get to know each other. Now think about whether the person who cuts you or the girl wants to receive 50 messages of the same type per day?
Attempts to make such a project are ongoing, for example habrahabr.ru/company/mrt/blog/231641 is fresh.
But imho, until someone comes up with a new, sane use case, these are all stillborn stories.
