Is there any plugin for Eclipse or PhpStorm IDE to work with minified css style files?

The essence of the problem, in a number of CSMs, in particular 1C Bitrix, minified css files are widely used, they are very inconvenient to edit, maybe there is some add-on for the Eclipse or PhpStorm IDE that would allow you to open these files for editing in a normal form, and save them in a minified one?

Switch to project builders like gulp, i.e. the meaning is that you have a source folder and you have a folder of ready files for production (minimized). You edit a regular file in the editor, the assembler does all the dirty work, such as putting down vendor prefixes and minimizing, and gives you a file for sale. Those. you don't need to edit the minified file in any way.
