Your question and the explanation to this question are 2 different plugins.
You don't need an RSS plugin, but a parser that can parse from RSS.
There used to be a WPGrabber plugin. I don't know if there is now. Can parse both html based on urls specified using a regular expression, and rss.
There is additional content filters. There is a translator working through the Yandex API.
