Tried mapbox gl, osm buildings, leaflet etc. What tools do you know?
PS Yandex, 2gis do not provide 3d models at all.

No, you need some kind of 3D engine directly. Take Unity and Mapbox SDK for it and you can attach building models to the map, well, add "adequate tools" yourself.
