Is there an editor for tiled geographic maps?

You need to edit a map of a large geographic region. The following capabilities are required from the editor:

Upload one file (image) of the map and break it into tiles
Drawing in the editor
When zooming, automatic creation of a set of tiles for the desired scale based on existing levels

The use case is something like this - looked at the map, determined the region that needs to be detailed, zoomed in, drew a more accurate picture.

Are there such programs? Plugins for something? Or something else useful?

PS It is not supposed to use Google or Yandex maps, just close tags.
