Actually, WAV is, it can store metadata. In addition, there is BWF, which extends the possibilities of WAV.
At least timestamps can be set in WAV, but how they will be processed is already a matter of the software used.

Why is this information in the audio file? This is the headache of the software with which you are going to edit this audio. This information has nothing to do with the audio itself, and it makes no sense to store it in an audio file.
