Is there an API for Yandex Mail and Contacts?

please help me to understand with yandex api.
received the following task: the user enters his email on the site and can send mailings to his contacts.
I can’t find something in Yandex api for mail (and contacts). they have contacts as part of the functionality of the mail, and not a separate service as in Google. there is only "API Yandex.Mail for Domain" ( https://tech.yandex.ru/pdd/), but that's not it. and for regular mail along the way, no api exists. there is no mention of mail api in:
- search engines
- their manuals https://tech.yandex.ru/ (there is a "Technology Catalog" below).
- github. there are all sorts of self-made libs for specific Yandex services, but not for mail. This one seems to be almost off. lib (as they wrote on Habré)https://github.com/nixsolutions/yandex-php-library... , but there is no work with the mail service. I tried to log in through it. A window pops up from Yandex and everything is fine. what's the point? where then to send requests to mail and contacts (when there is no api)?
when creating a Yandex application, there is a choice of rights to their services and there was a Yandex Mail service and there was only one right (checkbox) Sending letters ( https://dl.dropboxusercontent.com/u/7274357/snapsh... ) . although how to send letters when there is no api, I did not understand.
here is a site where there is a similar functionality prom.ua. there is gmail and yandex.

It is doubtful that there is such a thing, because it is too simple a method for creating spam lists.

There is no public api for the calendar.
There is a public api for mail, but it is not documented and is used only by other Yandex services.
Periodically, we think about the presentation of the public api, but this will not happen in the next year.
