Is there an analogue of WikiLinks (under IOS) in JS+HTML?

Actually a subject. We need a framework with the principle of work as in the application. I think the logic is clear from the screenshot.

The task is to make a tree (there is no binding specifically to Wikipedia, a universal option is needed). When you click on an object, it should move to the center, and the rest of the tree will rebuild around it accordingly.
I would appreciate any advice on where to start. Subject options are available.

A specific framework does not pop up in memory, but I think a library like D3 can help you out
