Is there an analogue of the mount command in Windows?

Is it possible in Windows 8 to mount a partition at a specific point in the file system? For example, I want to mount drive D to C:\Users.

А зачем?
Можно сделать на диске D папку User, а на диске C сделать на нее ссылку (junction point)
Это будет более верный путь для конкретно вашего случая.

Можно и раздел как папку смонтировать. делается штатными средствами. См. "Диспетчер дисков".
