Is there a working manual for setting up NGINX + PERL under Ubuntu?

Hello! I rummaged through and tried a bunch of manuals on NGINX + PERL, but did not find a working solution, then the file is simply downloaded, although fcgiwrapper listens on the port, then NGINX 403 issues. Thank you!

I set it up according to this manual a long time ago:

It still works.
Though things may have changed since then.
