Is there a web inspector in internet explorer 9?

Hello. Please tell me if ie9 has something similar to web inspector or firebug? Or maybe add-ons advise what styles allow you to add. I tried and did not find the possibility to add new styles, but it is true that existing ones can be edited. Thanks for answers.

There is. And if you need lower than ie9, use firebug lite.

New styles can be added by going to the dev-tools tab "css" or "styles" (I don't remember exactly) and add rules there.
Or on the html tab, edit the attributes and add inline styles there.
