Is there a way to post non-unique content safely (without sanctions)?

Is there a way to place non-unique (foreign) content on the site without consequences, sanctions from search engines? Content is placed purely for promotion under social networks (links to the feed).
I'm worried about how Google and Yandex will look at it, because in addition to non-unique content, there is also author's, good content that I would like to promote in search.
There is an option noindex, but this does not protect against the fact that the systems will tick off non-unique content. I guess that won't help?
There is a variant of cloaking, but it is silly, because it is not clear how to do it effectively and safely.
