Is there a way to get rid of delays in broadcasting?

There is a PC in which the AverMedia Live Gamer HD Lite board is installed, to which a household FHD camera is connected, as well as a UHF wireless microphone system that transmits sound.
On the PC, we launch OBS Broadcaster and MonaServer to which we broadcast from OBS.
We connect to view the stream using VLC and the delay is up to 10 seconds. At the same time, when starting audio streaming via OBS on another PC, the delay is 2-3 seconds, which, in principle, is not so noticeable.
Can anyone give advice on setting up or purchasing streaming equipment?
PS Conferences often come, people gather in the conference hall, and we broadcast from the operating room. So both parties want to communicate without delay.
