Is there a timeout that you need to wait after raising the interface "looking" at the switch before starting packet transmission?

Good day!
Is it sufficient to set the UP and RUNNING flags (wait for the system to set RUNNING ) to start transmitting packets over an interface that " looks " at the switch through optics? Is there a timeout that you need to wait for the switch to start receiving and routing packets correctly?
